Special Improvement Districts
Chapter 1710 of the Ohio Revised Code provides for the creation, organization
and power of special improvement districts (SID) for economic development and
redevelopment purposes. A SID is a self-help tool created by a petition of
property owners within the proposed district that allows them to assess
themselves for area-wide services and capital improvements. A SID is a true
partnership between the private and public sectors. The Argus team leads
clients through the process of establishing a SID and assists with the
administrative functions that are vital to the SIDs proper management and
success.
Argus SID services also do the following:
- Assist with all aspects of the formation and governance of the SID
- Analyze all allowable assessment methodologies to achieve appropriate funding
- Assist with the implementation and imposition of the special assessment
- Work closely with the county auditor to ensure that proper records of SID
parcels are maintained and that assessments are distributed appropriately
- Prepare and submit annual reports to the governing body and property owners
within the SID
