Special Improvement Districts Chapter 1710 of the Ohio Revised Code provides for the creation, organization and power of special improvement districts (SID) for economic development and redevelopment purposes. A SID is a self-help tool created by a petition of property owners within the proposed district that allows them to assess themselves for area-wide services and capital improvements. A SID is a true partnership between the private and public sectors. The Argus team leads clients through the process of establishing a SID and assists with the administrative functions that are vital to the SIDs proper management and success. Argus SID services also do the following: Assist with all aspects of the formation and governance of the SID Analyze all allowable assessment methodologies to achieve appropriate funding Assist with the implementation and imposition of the special assessment Work closely with the county auditor to ensure that proper records of SID parcels are maintained and that assessments are distributed appropriately Prepare and submit annual reports to the governing body and property owners within the SID
