Tax Increment Financing (TIF) is a powerful tool that enables municipalities to
fund their development programs on their own. TIFs are created so that local
governments can finance infrastructure improvements and provide incentives to
lure private investment, thereby revitalizing communities. The Argus team leads
clients through the process of establishing a TIF and assists with the
administrative functions that are vital to its proper management and success.
Argus TIF services also do the following:

As independent, corporate entities, community development authorities (CDAs)
finance the construction of community facilities, meaning they assemble land,
erect public buildings, and make streets, sewers, schools, utilities and other
infrastructure improvements. This allows residents to enjoy essential services,
as well as a higher quality of life. CDAs encourage cooperation between local
governments and developers to aid in the creation of well-planned, diverse new
communities. They also provide a resourceful way for communities to finance
infrastructure improvements and spur economic development activity without
tying up their own borrowing capacity. With the ability to sell bonds, collect
revenues and provide residents with services in recreational programming,
health and sanitation, CDAs generate revenues that are collected through a
community charge and can be used for all of its public purposes. Argus team
members assist clients with the creation of their CDA and the administration of
its policies.
Argus CDA services also do the following:

proceeding with the creation of a CDA

CDA petition

Special Improvement Districts [Return

Chapter 1710 of the Ohio Revised Code provides for the creation, organization
and power of special improvement districts (SID) for economic development and
redevelopment purposes. A SID is a self-help tool created by a petition of
property owners within the proposed district that allows them to assess
themselves for area-wide services and capital improvements. A SID is a true
partnership between the private and public sectors. The Argus team leads
clients through the process of establishing a SID and assists with the
administrative functions that are vital to the SIDs proper management and
success.

Assist with all aspects of the formation and governance of the SID

Analyze all allowable assessment methodologies to achieve appropriate funding
