Different from investment bankers, financial advisors and legal counsel, who stress services that lead up to the selling of bonds or the completion of a deal, the Analytical Services Division of Argus offers solutions to monitor and maintain the health of a client's investment long after the deal is made. Tax Increment Financing Services  [Return to Top]

Tax Increment Financing (TIF) is a powerful tool that enables municipalities to fund their development programs on their own. TIFs are created so that local governments can finance infrastructure improvements and provide incentives to lure private investment, thereby revitalizing communities. The Argus team leads clients through the process of establishing a TIF and assists with the administrative functions that are vital to its proper management and success.

Argus TIF services also do the following:

  • Analyze cash flows to verify stable development assumptions and determine project feasibility 
  • Manage important administrative filings
  • Assist with negotiation of the terms and conditions of the TIF agreement and monitor its compliance after execution
  • Work closely with the county auditor to ensure that proper records of TIF parcels are maintained and that “Payments in Lieu of Taxes” are distributed appropriately
  • Prepare and submit annual reports to State Director of Development
  • Prepare and submit annual information to the Tax Incentive Review Council

Community Development Authority Services  [Return to Top]

As independent, corporate entities, community development authorities (CDAs) finance the construction of community facilities, meaning they assemble land, erect public buildings, and make streets, sewers, schools, utilities and other infrastructure improvements. This allows residents to enjoy essential services, as well as a higher quality of life. CDAs encourage cooperation between local governments and developers to aid in the creation of well-planned, diverse new communities. They also provide a resourceful way for communities to finance infrastructure improvements and spur economic development activity without tying up their own borrowing capacity. With the ability to sell bonds, collect revenues and provide residents with services in recreational programming, health and sanitation, CDAs generate revenues that are collected through a community charge and can be used for all of its public purposes. Argus team members assist clients with the creation of their CDA and the administration of its policies.

Argus CDA services also do the following:

  • Study details of the project to determine the scope and feasibility of proceeding with the creation of a CDA
  • Assist with the compilation of materials necessary for the preparation of the CDA petition
  • Analyze development projections to determine appropriate levels of community charge
  • Develop and implement a systematic process for the CDA to bill and collect revenues
  • Audit and update billing data
  • Direct and monitor use of revenue
  • Monitor development activities to determine charge adjustments and feasibility of community expansion

Special Improvement Districts  [Return to Top]

Chapter 1710 of the Ohio Revised Code provides for the creation, organization and power of special improvement districts (SID) for economic development and redevelopment purposes. A SID is a self-help tool created by a petition of property owners within the proposed district that allows them to assess themselves for area-wide services and capital improvements. A SID is a true partnership between the private and public sectors. The Argus team leads clients through the process of establishing a SID and assists with the administrative functions that are vital to the SIDs proper management and success.

Argus SID services also do the following:

  • Assist with all aspects of the formation and governance of the SID
  • Analyze all allowable assessment methodologies to achieve appropriate funding
  • Assist with the implementation and imposition of the special assessment
  • Work closely with the county auditor to ensure that proper records of SID parcels are maintained and that assessments are distributed appropriately
  • Prepare and submit annual reports to the governing body and property owners within the SID
